Greens For A Republic Group Constitution

  1. Title & Status:

    1. The name shall be Greens For A Republic Group or G4AR for short.

    2. GR is a constituent part of The Green Party of England & Wales (hereinafter referred to as The Green Party) and is subject to its rules and constitution.

    3. It is a group formed for the purpose of campaigning within the Green Party constitution with a focus on monarchy, republicanism and related issues.

    4. It is a group YET TO BE recognised by the Green Party Campaigns Committee under the Green Party constitution bylaws as a Members Working Group.

  1. Aim:

    1. The aim of G4AR shall be to campaign on issues related to the abolition of the monarchy while promoting the implementation of Green Party policies associated with democratic, government and constitutional reform.

  1. Membership:

    1. Membership of GR shall:

  1. be open to all members of The Green Party on request

  1. The GR will seek to resolve any disputes between members through discussion and conciliation. The national Dispute Resolution Committee could be consulted and may be involved if considered appropriate. The national disciplinary procedures shall be used.

  1. Annual General Meeting (AGM):

    1. G4AR shall hold an AGM annually, normally at a Green Party conference.

    2. All members shall be given at least 21 days notice of an AGM.

    3. Only members shall be admitted to an AGM.

    4. At least 3 members must be present while AGM business is transacted.

    5. The Chair shall be a member elected as the first business of the meeting.

    6. The business of the AGM will normally include:

      1. A review of the previous year

      2. Officers’ reports.

      3. Selection of officers for the coming year. See Section 5.

      4. Planning and priorities for the coming year including timetable and work programme

    7. This constitution may be amended at an AGM or EGM by a two thirds majority of those voting.

  1. Officers:

    1. Officers are members elected at an AGM or regular meetings to take a defined role in the GR.

    2. The following officers shall have formal roles:

  1. Convenor: To be the formal link with the Green Party Campaigns Committee and lead the group. They will report on the activities of the group .

  2. Secretary: To be the link with national membership system and maintain membership of the GR, arrange meetings and administer the group

The AGM may add, remove or alter these roles as considered necessary, including adding temporary informal non-officer roles.

  1. Candidates for officer roles shall be proposed and seconded.

  2. Officers shall be elected by Single Transferable Vote. ‘Re-open Nominations’ shall be a candidate. Normally this vote will be ‘Shows Of Hands' but a secret ballot will be held if any member requests it.

  3. Apart from any exceptions noted above, one member may hold multiple posts and multiple members may share one post.

  1. Extraordinary General Meeting (EGM):

    1. An extraordinary general meeting may be called by a regular meeting or by at least three tenths of the members of GR to:

  1. Amend the constitution (see section 4.7)

  2. Wind up the G4AR (see section 8)

  3. Remove from office one or more officers

  4. Consider an appeal by member(s) against exclusion from meetings (see section 7.9)

  5. Review and reverse the decisions of a regular meeting.

  1. All party members shall be given at least fourteen days notice of an EGM including the reason for calling it.

  2. Only members shall be admitted to an EGM.

  3. At least 3 members must be present while EGM business is transacted.

  4. The Chair shall be a member elected as the first business of the meeting.

  1. Regular Meetings:

    1. The business of G4AR shall be conducted at regular meetings, the date, time & location of which is usually decided by the previous meeting.

    2. Meetings shall be open to all members of the Green Party. Non-members of the Green Party may attend as observers if agreed by a majority of members present.

    3. The Chair shall be a member elected as the first business of the meeting.

    4. Consensus decisions should be aimed for at all times. In the absence of a consensus, decisions shall be made by a simple majority of members voting. The Chair shall have a vote and in the event of a tie shall have a second, casting, vote.

    5. Officers should normally attend regular meetings. If an officer does not attend for 3 consecutive meetings without apology or explanation, they may be removed from office.

    6. Meetings may choose a replacement officer until the next AGM using the same election process as at an AGM (sections 5.3 & 5.4). An EGM shall only be required if the co-option is disputed.

    7. In the event of a decision being needed between regular meetings, it can be made by a simple majority of Officers. Such decisions must be reported to the following regular meeting for ratification.

    8. A subgroup of members and non-members may be tasked to consider issues outside the regular meetings and report back.

    9. Meetings shall have the right to exclude any member for disruptive or offensive behaviour. Such a decision shall require a two thirds majority of those present, and be subject to appeal at an EGM.

    10. Minutes will normally be circulated to all members and submitted for approval at the next meeting and on the members’ web site.

    11. Meetings at conference will be face to face and may not be accessible online. Other regular meetings will usually use remote meeting technology.

  1. Winding Up:

    1. G4AR may cease to exist or merge with another campaign group only by agreement of an AGM or EGM and in consultation with Campaigns Committee.


  2. Finance:

    1. The G4AR shall have no funds and no expenses.

  3. Reports

10.1 The G4AR will report to the Campaigns Committee as required by Campaigns Committee standing orders.

10.2 The G4AR will report to the Green Party AGM as required by the Green Party constitution (11 iv c)

  1. Appendix 1. Role of the GR:

    1. The role that the G4AR is able to play, is dependent on the volunteers that contribute to the group.

    2. The G4AR will prioritise what it can achieve based on the volunteers recruited within the G4AR and the support given to the group from the wider Green Party and organisations outside the Green Party.

    3. The G4AR activities may include:

  1. Having an active presence on social media to promote the implementation of Green Party policies and stress their urgency e.g removing hereditary privileges

  2. Advising Campaigns Committee and the Campaigns Co-ordinator on potential campaigns

  3. Working with Policy Working Groups and other Campaigns Working Groups with overlapping interests e.g the Democracy, Government and Constitution Working group

  4. Taking an active part in debates on the Green Party members’ web site, in particular the Green Spaces

  5. Advertising the presence of the group on the Green Party members’ web site and elsewhere

  6. Support policy spokespeople, elected Green Party representatives, External Communications and press team

  7. Organise fringes at party conferences

  8. Support local party discussions and the Association of Green Councillors on constitutional issues

  9. Work with external groups who have a similar outlook e.g Republic, Our Republic

  1. Appendix 2. External Communications.

    1. External written communications (eg social media) can be done by:

  1. by two members of the G4AR including one officer or

  2. As per 7.7, a subgroup may be delegated by a regular meeting or

  3. A single member of the group delegated by a regular meeting to reiterate output from other Green Party groups or bodies

  1. Regular meetings and AGMs will agree the topics to be prioritised and the lines to take in external written communications
